A sexy nightclub owner, Barb Wire moonlights as a mercenary in Steel Harbor, one of the last free zones in the now fascist United States. When scientist Cora Devonshire wanders into Barb's establishment, she gets roped into a top-secret government plot involving biological weapons. Soon Barb is reunited with her old flame Axel Hood, who is now Cora's husband and a guerrilla fighter, resulting in plenty of tense action.

Masked Rider is an American adaptation of the Japanese television series Kamen Rider Black RX, the ninth in a line of series in the popular Kamen Rider Series franchise. Like the early seasons of Power Rangers and VR Troopers, Masked Rider's battle and villain scenes were taken from Japanese stock footage – specifically Kamen Rider Black RX, Episodes also occasionally had Ferbus interact with Combat Chopper and Magno but also the two Japanese Kamen Rider movies Kamen Rider ZO and Kamen Rider J.
